Those who agreed to the sale of their votes, are asked to send via Viber confirmation of its agreement and receive a new phone number for 50 USD.
Thus, the buyers-up of votes checked the loyalty of voters to ascertain their readiness to sell their votes, and so endeared himself to potential sellers, receiving their trust for only 50 UAH or 2.3 per dollar.
Willing to sell their votes, according to the investigation, had accumulated more than 10 thousand people.
Then, a few days before election day, the person who gave the consent to cooperation, it was proposed to send to the specified email address a photo of his ballot paper for elections of the mayor of Dnepropetrovsk marked for whom they voted.
The voter is not required to vote for any particular candidate at the election of the candidate in mayors of Dnepropetrovsk.
Apparently the organizers of the web buying votes was well aware that, according to polls in the first round of elections in the Dnieper there is no clear advantage of one candidate-the favorite election race (no Vilkul, no light) and therefore continued its work in relation to the bribery of guaranteed votes in the second round of elections of the mayor of Dnipropetrovsk.
After the first round of elections in the Department of cyber security of the National police, asked the candidates for measures of Dnepropetrovsk, the people's Deputy Boris Filatov and provided information about the group of Internet buyers of voices, which helped him to collect not indifferent to this lawlessness volunteers - specialists in network technologies.
Specialists of the Department of Cybersecurity the Police began the first in the history of Ukraine the criminal proceedings on the fact of bribery of voters using electronic networks and technologies.
Today the persons who organized the systematic bribery of voters, conducted complex operatively - search and operatively - technical actions for collection of evidence for the transfer of cases concerning the persons who organized the systematic bribery of citizens.
In particular it was found that the funds necessary for large-scale bribery of voters, were transferred to e-wallet a group of criminals using the electrons of the money "Bitcoin". And address to send money intended for bribery, was in Moscow!
It is the individuals themselves who were involved for the organization of Internet-bribery of voters was used in the dark and instructed what to do via the Internet.
The uniqueness of this case is that the attackers, taking advantage of the impoverishment of the Ukrainian people and disrespect him to his own right to vote, created a remote scheme of buying votes via the Internet. While the organizers of buying can be anywhere - in Moscow, Beijing or Antananarivo.
To arrange purchase they needed only money, greedy performers, technical staff of buying votes and the will of the customer.
But this case is unique not only because for the first time stopped buying votes via an electronic network. This case is apparently the first in the history of Ukraine by application of article of the criminal code, which stipulates responsibility of the voter for the sale of their votes!
In particular, for each sale of a voice in court documented facts the transfers of money to recharge phone or for replenishment of card accounts, photographs of ballots marked for whom he voted in relation to the electrons the addresses and telephone numbers of citizen who sold his vote, the court may decide to condemn a citizen to the deprivation of liberty for up to one year, or to take a penalty in the amount of 3400 - 5100 UAH.
Part of the data on those persons, which on the one hand were victims of fraud with buying of votes of voters, on the other hand - now are reasonably suspected of Commission of a criminal offence - sale of its voice, has published the MP Filatov in his blog on Facebook. I think most of them should be ashamed of what they have agreed to sell their votes.
Why was the possible sale of his vote by the citizens for a penny?
I think part of the reason is the abject poverty in which lives the majority of citizens of Ukraine.
And partly due to the contempt of themselves and their right to choose the government that is elected on the basis of deception and bribery, then will wipe you feet.
I have often asked citizens and experts and political analysts: why the nationals are so simple and so cheap sell their votes, and thus the right to manage their better future?
The answer was always generally the same: many citizens of Ukraine do not believe that their vote may change something. And on the contrary believe that taking someone 100, 200, 500 hryvnias, they somehow simultaneously improve their financial situation.
What exit from this situation and how to deal with bribery of voters?
On the one hand, law enforcement agencies and courts should apply the full force of the Law to prevent and punish those who organize the buying of votes, and those voters who agreed to sell their votes.
On the other hand, the few common forces, which after the Maidan came to power, should take such decisions that would improve economic situation, the employment situation in Ukraine, reduced the level of corruption to the European average.
And finally, those of our fellow citizens who now do not believe in the success of the project Ukraine, eventually started to believe that we will succeed here, in our Homeland, to build a fair European society.
