Today the summit of heads of states — members of NATO approached end. In Network there were already statements of some participants of this action who stated the vision of these or those aspects of the European safety which were affected during the summit.

We intentionally won't begin to comment on comments because tomorrow they will be forgotten or will be muddled by the Russian and other media. We will try to approach summit results pragmatically and to draw a short conclusion that it was.

So, the current meeting was the following after Wales of 2014. Then scales of the Russian threat were only designated and except concern and agitation, there was nothing really valuable. For the last more than two decades I didn't hold such powerful events of NATO unambiguously, and it is possible, nothing similar was in general.

As NATO the organization military-political, it is possible to assume that two documents, the first — generally political property, and the second – the military have to be result of this summit. The political communique – the open and public document which will be submitted the public and which fixes the general principles of Alliance which are urgent in the nearest future. This impressive document consisting of 139 points is signed by all heads of states — members of NATO and is the coordinated position on all questions reflected in it. As for purely military aspects which describe qualitative and quantitative characteristics of forces, means and other details, this aspect will be closed and supplied with the corresponding signature stamps. Of course, there will be the most interesting, but, unfortunately, it is interesting not only to us, but also our opponent. For this reason, we will leave him alone and we will return to the communique.

In the document accurately the list of threats which are recognized urgent for Alliance is also written directly out. First of all, such threat recognized aggression of the Russian Federation. This thesis passes through two or three tens articles, both directly, and indirectly. And, the main threat which is recognized by Alliance is aggression of the Russian Federation against Ukraine as in this case the Russian Federation broke not only a number of the international treaties which are directly regulating safety in Europe but also the agreements signed between NATO and the Russian Federation, in particular "The fundamental act" of May 27, 1997. In this sense, justifications of violations of the obligations undertaken by Russia are indisputable and unconditional. Besides, the Alliance notes a sharp aggravation of a situation near the Black Sea basin, including the Caucasus, near the Baltic Sea, including the basin of the sea and the border regions of the Baltic States, and also sharp deterioration in security status near Northern Atlantic. As it is easy to guess, only one country – Russia can be the author of an aggravation of a situation.

Besides, the Alliance designated the second danger and threat represented by ISIL. What is characteristic, when forming the position concerning this threat and the short description of necessary measures of threat elimination, Russia isn't mentioned as the party opposing ISIL. Besides, in one of points need of acceptance effective the world on elimination of a possibility of forces of Assad and his allies of bombing of civilians with the forbidden types of weapon, in particular – phosphoric is especially emphasized. As it isn't difficult to guess, Assad in Syria has only one ally who has an aircraft and phosphoric bombs, therefore, except the asadovskikh of troops, it can do only the Russian Federation.

Separately, as new types of threats, NATO designated aggressive actions of hybrid character which come down to destabilization of an internal situation in the country then the armed opposition is inspired. Also new threat recognized any cybernetic attacks to the vital systems of member countries of Alliance. Now such actions are regarded on an equal basis with open military aggression and automatically start in action paragraph 5 of the Charter of NATO on collective security, and acceptance of countermeasures concerning such aggressor. As we see, here the name of an aggressor is read too and it is Russia again.

Thus, the main threat for the countries of NATO is outlined by several fat lines. The alliance decided on the direction of the main threat and further strategy is built taking into account this factor. In this regard, it is declared that all members of NATO realize reality of this threat and undertake to bring the armed forces to the corresponding state. At the previous summit need to correct military budgets of member countries at the rate of not less than 2% of GDP was stated. For today, only five countries executed this decision, and the most part has twice smaller indicators. In particular, Germany and France have about 1% of GDP of the military budget. Today all countries confirmed understanding of inadmissibility of such situation, and in the nearest future the army of Alliance is expected by a serious gain of financing. Time of jokes passed.

Besides, the common position on formation of new military structures on perimeter of eastern frontiers of Alliance is noted. Except two position areas of missile defense in Romania and Poland, and also two destroyers Idzhis coming into force of the European command of NATO and which are constantly based on Roth's base in Spain it is decided to strengthen sea group the new ships. In Romania, Poland, Lithuania, Latvia and Estonia bases where on a constant basis there will be contingents of NATO troops are formed, including also armored parts which are already thrown from the USA. New command of NATO of east direction which will function in a southeast part of Romania is already formed.

Even from the official communique it becomes clear why on the eve of the summit Putin rushed about with phone, calling to Obama, Merkel, Hollande. Russia directly is also reasonably called an aggressor  against Ukraine, without "rebels" and miners. Now that diarrhea which was plentifully poured by Putin, his faithful horse Lavrov and which with pleasure is smeared by figures like Medvedchuk or Savchenko – lost any sense. All heads of the states - members of NATO subscribed under the fact that Russia – an aggressor and the aggressor. Now any Zakharchenki, Carpenter's or other war criminals will also never be perceived by nobody even as hypothetical subjects of negotiation process. So to the woman-pilot Nadia and her shefena – ardent hi. They should send urgently to the Kremlin of the messenger behind new textbooks of methodics, these already became outdated.

But besides, Putin was very much upset by prospects of the accession to NATO of new dicks, especially Georgia and, Perish the thought – Ukraine. Putin tried to slow down this process on how many it possibly, and rossm already blew that Warsaw will become the place against which illusions of applicants will break. However, and here to Putin didn't break off. The alliance changes an order of reception of new dicks and, is similar to the fact that the PDCh mechanism used earlier won't be used any more. It means that implementation of requirements of compliance of the applicant to criteria of NATO becomes the main criterion from now on. We assume that the algorithm of reception will consist of two parts which are difficult for tracing from outside, so – to concentrate efforts in a certain place and in certain time, for the purpose of prevention of reception of the new dick. The first – practical synchronization of the VS standards of the applicant with NATO and the second – bystry consultations with the acting dicks about reception of the applicant. The common decision is made on inevitability of expansion of Alliance in Warsaw. In this sense, Georgia was in the home stretch.

Besides, Putin very much didn't want that the Alliance walked on the Russian frozen and hot conflicts all list. But went to sessions even further. All areas which Russia destabilizes by obvious or hybrid occupation were called. Illegally aloof lands of Azerbaijan, Georgia, Moldova and Ukraine are mentioned in this sense. It is obvious that behind all these facts there is Moscow, but NATO for the first time and directly pointed to it. It is an unpleasant pill for Putin, but it was not the last. The Alliance countries certainly maintained territorial integrity of all these countries and urged Russia to disengage the troops from there and to stop supporting those who by means of Russia wage hybrid wars there.

It is a strong and important point as such generalization already formalizes beyond Moscow authorship in those actions which will be investigated sooner or later by court in the Hague. Now in it there are no doubts any more.

But we most of all are interested in what directly concerns Ukraine. And here everything appeared quite accurately and strongly. The alliance has no doubts in the one who possesses Donbass and the Crimea. By the way, the opinion and on ownership of Transnistria, South Ossetia, Abkhazia and Karabakh is also accurately expressed. Europe ceased to give ambiguous signals which Russia, and especially – Putin, treated as weakness and indecision. Now everything is told accurately and not just by the leader of some country and so that there it was possible to look for other context or discrepancies. Everything is stated in writing and coordinated at once by all heads of the countries - members of NATO. From now on all who are involved in the Hybrid war arranged with Putin smoothly move to a camp of war criminals. Now any stories about "rebels" interest nobody any more. The end over I are put.

Besides, Ukraine was highly appreciated at rates of progress which it shows on the way of synchronization of all spheres of the life with those which are the standard for members of NATO. We can sneer about it and to see more black, than white, but we in process also measure all what was seen not by those measures by which Europeans measure. They understand that at first fundamental changes which as a result and will change quality of life of citizens of the country are necessary. They also give to these changes appreciation. More true – to rate of these changes. The onlooker sees most of the game, in what hole there was Ukraine in 2014 and what rates it from it gets out. Certainly, it doesn't mean that literally everything becomes correctly and quickly, it is about rate of changes. So it is seen by Europeans and the States. They have the right for the look at least because they extend us from this hole where we climbed independently.

In this regard, the Alliance plans to increase, both quality of cooperation with Ukraine, and the number of holding the actions directed to the fastest transition of the Ukrainian army to standards of NATO. We will notice that on one indicator we bypassed Germany, France and 20 more countries of NATO right now. We have much more than 2% of GDP of a defense expenditure.

Here it is necessary to notice what follows from the text of the communique that work on synchronization of military standards and state mechanisms according to those norms which are necessary for the accession to NATO, not just running on the spot, and the movement to a specific goal. To speak about it still early, but we move towards Alliance with rather high acceleration. In this sense, the general statement enshrined in the communique is important for us. The alliance is open for the introduction of new dicks and no speeches of the citizen Putin will affect it any more. The aggression it showed all what and from whom it is necessary to be protected from. Besides, two conditions of reception of new dicks are specified: compliance of army of the candidate and its system of the government, to the standards accepted in Alliance and the second – desire of the candidate. In total! Any opinion of Putin or still any sick bastard is for this purpose not necessary. The era of behind-the-scenes games ended irrevocably. Russia lost the right of an advisory vote for strategic decisions of Alliance. It had it, but Putin the mnogokhodovka already destroyed reputation of Russia which lost the special status. In couple of days the level three-four steps lower the meeting of representatives of NATO and the Russian Federation where it will popularly finish the decisions made today will take place. For certain, by then Russians will read the communique, but here it is necessary to consider one more moment.

Except an open part of the agreement, there is also its closed part. We will notice action of this part in the nearest future. The thesis about full assistance to Ukraine in the open document, for certain, has the concrete filling in the closed document. There all concrete steps contain. And so, will explain to Russians stated in the communique taking into account that isn't subject to disclosure. As it will be made – we will see.

Anyway, but the open document hardly once contained it a huge number of mentions of the country, not the member of NATO, in respect of the help and strengthening of cooperation as it happened today.

It is worth remembering this day. The subsequent events will be defined in many respects by what it was succeeded to agree exactly today about.
