Today the last chord of the summit of the leaders of the countries of NATO which has taken place at the end of last week has sounded.
We will remind, it was very powerful action of the highest level. It is enough to tell about what delegations of the countries - participants was headed by their top officials. It happens when the meeting assumes signing of documents of such property that under them nobody can append the signature, except the highest official.
The main document was the communique – the program document which has recorded changes in the basic principles of functioning of the organization, having set a new tonality for the next decade. The document has quite impressive size and consists of 139 volume points covering literally all fields of activity of Alliance. Besides, some other documents which included data of the closed character and not subject to publicity has been signed.
It is obvious that to discuss all vital issues, to find solutions for each of them, it is resolutely impossible to formulate and state in the form of documents for those days which leaders of the countries of NATO stayed in Warsaw. It means that the agenda has been distributed to all country leaders of NATO and in advance decisions on all questions posed were fulfilled. For certain, it was necessary to agree on some issues in addition to avoid disagreements because the regulations of NATO assume unanimity on key questions. All this to the fact that a number of questions became anyway known in Moscow and it has been forced to join in a game with the purpose to neutralize the general anti-Russian trend of the summit.
Similar to the fact that it wasn't succeeded to loosen unity of participants of Alliance. It also is clear, in the last two years officials of the Russian Federation have made so many bellicose statements to NATO as the organizations, and also to certain member countries that the quantity of these demarches has turned into quality, and at all mercantile relations of some country leaders with the Kremlin, common sense has worked. That is, emissaries of the citizen Putin were sent where far away and have suggested to agree on the requirements with the NATO leaders.
As we know, at the beginning of last week Putin feverishly looked for an exit to an urgent meeting in a format Russia NATO. For this purpose he personally called Obama, Merkel and Hollande and has been sent. Putin very much wanted to correct a half of points of the communique, at least regarding strengthening of interaction with Ukraine and to further expansion of forces of Alliance on the eastern frontiers. It also is clear, the simple question can come to someone to mind: why to Putin mnogokhodovka no NATO on borders was trace, and now not only that is, so still there is a building, the end to which it isn't visible? But the heaviest – Ukraine. Putin very much wanted to low something like that about "spheres of interests" and "influence zones", but nothing from this has turned out.
The annoying in all this Putin ringing for leaders of the leading countries of NATO was not that have refused and that have made it publicly. However, in the West are able to send diplomatically, and therefore in news haven't shown how in the teleconference mode Obama, Merkel and Hollande, let and inconsistently and not really getting to notes, but have begun the well-known song of the Kharkiv fans about Putin. By no means! It hasn't been told even about refusal. The text that a meeting in a format Russia NATO will take place on July 13, that is, in 4 days after the end of the summit when nothing can be wound off back already has gone to news. It – is beautiful and worthy. So neither Lavrov, nor Churkin, nor Putin with his personal belongings at the grandmother who can become a grandfather are able.
Right after the announcement of date of a meeting with Russia it became clear that the Russian diplomacy has come to deafening grief. Even without the decisions made by Alliance, there was a direct demonstration of a difference of level. Diplomats and the highest officials of the states read it as the accurate message. In Warsaw there was a summit. Leaders of the states had an opportunity to discuss questions as officially, and in a lobby. And, the scope of a meeting assumes discussion of safety issues that not everywhere and not always can be discussed confidentially. The room equipped for a meeting has been supplied the mass of technical devices which did communication safe, so – frank. That is, Ukraine discussed the questions directly and directly with the top officials of the states and as we believe – quite successfully. The meeting Russia NATO though has taken place under leadership of the head of the Alliance Yen by Stoltenberg, but generally – exchange of opinions was between officials of level of the seventh assistant to the third deputy. To put it briefly, there were formal notices of the Kremlin that life has changed and became more interesting. It is remembered, few years ago Putin spoke about sluggish reaction of the West to the growing power of Russia, and his toadies told about impotence of NATO and that Russia can easily sweep away the opponent in the sea.
Now the MFA and MO have notified officials from Russian that reaction has gone and it is already irreversible. It is noted that Russians had most of all questions across Ukraine and they stated bewilderment and a regret about such rigid reaction of Alliance, in particular – a re-deployment of troops to borders of the Russian Federation. On it have explained to the Russian delegation that all actions which the NATO alliance has already begun to carry out, including also replenishment by new members, the answer to dangerous and irresponsible policy of the Russian Federation in Ukraine which pulls down bases of the European safety.
Well and cherry on cake. Russians have shown cards with which they intended to play last week. For understanding of claims of the Russian Federation on the territory of Ukraine and the Baltic States, Moscow generous could reduce dangerous opposition of the Air Force of the Russian Federation and the countries of NATO near the Baltic Sea. The NATO Secretary General has answered it the following: "I welcome what Russia has let know about desire to continue implementation of measures for decrease in risk (near Baltic)".
It means that the Secretary general position, let and the military organization, assumes existence of diplomatic talents. Any figure would send Russians with their antiques over Baltic on all to the known address more simply, but he has given the beautiful, diplomatic answer.
Upon termination of a meeting Stoltenberg and has told: "It was no meeting of minds today. But it was an important opportunity to explain the positions with each other". To put it briefly, there is nothing to think, listen, write down and tell it to the uporoty undersized object. It was the translation from a diplomatic language.
For Moscow the annoying that the summit has started fundamental changes of Alliance which will automatically work even after Putin's death and with it already there's nothing to be done. Same shows that the formula about "the accounting of interests of the Russian Federation" has finally died last Saturday. Now Russia will present with a fait accompli and no more than that. Life has gone forward, and Putin has gone to the monastery, that is – to the opposite sides.
