Refusing to attend the nuclear security summit in Washington, Russia has isolated itself and lost the opportunity, said at the White house.
"In our view, Russia's decision not to participate in the high level, first of all, is a missed opportunity for Russia", – said Deputy White house adviser on national security Ben Rhodes during a teleconference with reporters.
"Actually, everything they do, by not participating, it isolates itself, as it already happened in the past," Rhodes said.
Russia has the world's largest nuclear Arsenal and extensive military and civil nuclear industry, the safety of which has long been a concern. Nevertheless, Russia will not be represented at the nuclear security summit, which opens March 31.
Its boycott of the summit, which will be the fourth and possibly the last event at such a high level, directed to not allow the falling of nuclear materials into the hands of terrorists, has caused confusion and anxiety among officials and analysts in the U.S. and other countries.
"Frankly, we are in some perplexity," admitted Deputy Secretary of state for arms control rose Gottemoeller at a briefing in Washington on Tuesday.
The representative of the Russian Foreign Ministry Maria Zakharova notorious stated in January that these summits are an interference in the work of international organizations such as the IAEA, and try to convince them of "the opinion of a limited group of States".
In early 2015, Russia officially announced its withdrawal from the U.S.-funded program to destroy old nuclear weapons systems and the protection of facilities that contained radioactive materials.
On Wednesday the President's press Secretary Dmitry Peskov said that Russia refused to participate in the nuclear security summit due to the shortage of interaction with partners on this issue.
"The issue of nuclear safety very important. But Moscow believes that the study of issues related to nuclear safety requires common and joint effort and mutual consideration of interests and positions. A certain lack of interaction during preliminary study of the issues and themes of the summit we experienced. And so in this case and there is no Russian participation", – said Peskov, the Agency TASS.
Continued nuclear blackmail?
NATO should complement the military doctrine of the provision according to which the Alliance agrees to cause a retaliatory nuclear strike on the highest Russian authorities with a view to its assured destruction in the case that Moscow will use nuclear weapons when the invasion of the territory of a member country of NATO. The call was made by prominent political scientist Andrei Piontkovsky in his article. The statement made on the eve of the nuclear security summit, which will take place in Washington from 31 March to 1 April — activities in which Moscow defiantly refused to participate.
To such conclusion the expert came, fixing the failure of the current strategy of the West regarding nuclear blackmail by the regime of Vladimir Putin. His reasoning suggests that the main reason for fiasco for the civilized world in front of Moscow is a significant difference in relation to the lives of citizens, which is perfectly informed, the head of the Russian Federation: the West — unlike Putin — not willing to sacrifice the civilian population in case of nuclear conflict and therefore risks falling back before the onslaught of the Kremlin.
In the proof of the resolve of Putin, Piontkovsky produces ego repeatedly articulated the threat to use the “doomsday weapon” in the case of an open confrontation with the West, including the capture of Moscow foreign territories.
“He personally made a shocking confession in his own madness on camera in scandalous Russian remake of “Triumph of the will”. Yes, he would use the nuclear Arsenal were in special operation in Crimea back to their harbour of complications. He didn't need no one else anything to convince,” — said Piontkovsky.
Answering the question about how the West could counter the nuclear blackmail of the Kremlin without violating at the same time, its own fundamental ethical principle, Piontkovsky concludes that the solution lies in the underlying motives and fears of the Russian leader. In his opinion, he refers to the type of persons who are not ready to sacrifice their lives in combat with the enemy.
“Nuclear blackmailer is terrorist who is not going to die — sounds summary. The blackmailer threatens to use nuclear weapons, hoping that the other side, not even with a smaller Arsenal of nuclear weapons, would be shocked at the prospect of death for millions of people, will give way in a particular conflict and will pay him the required political price”.
Based on this setting of the Russian leader, the expert proposes the West to exploit the ego is the primary fear for their own lives.
“If the Russian Federation during its invasion of the territory of a member state of NATO to use nuclear weapons, limited nuclear retaliatory strike would be guaranteed destroyed the highest Russian political and military leadership,” concludes the analyst, adding that the introduction of the relevant provision in the military NATO document “will save millions of lives”, because the Kremlin will be informed in advance about the consequences of any aggressive adventures.
“Nowhere else appears no polite green men. Words such just in Moscow will forget”, — expressed confidence the analyst.
